At least the seller mentioned 'scratched' in his item description.

That's a funky image.
I've seen Bust and Seated material that looks like that in straight graded holders from all the major TPGs.
Its a circulated coin. Seller has it at $225 with 2 watching; CW Trends is $350.

Certainly the coin has been harshly cleaned.... However, someone will buy it, (likely a best offer buy) pocket wear it for a while, AT it and sell it at a profit. Cheers, RickO
There's only ever been 2 top tiered TPG's if only judging by market acceptance and liquidity/pricing/guarantees. Everyone else starts no higher than 2nd tier. At one time, ICG may have been in the 3rd to 5th slots (choosing between ANACS, PCI, ICG).
I used to value ICG circulated coins fairly equal to the "big two". Uncirc and Proof were pretty spotty, in my mind, even from the beginning.
But that? No....something else needs to be said in addition to "AU-50"....

Oversharpening is a huge problem in amateurs image files just as is over saturation.
I don't discount my ANACS and ICG coins. They are accepted by Ebay and TTR when it was in business as TPG's - part of the Big 4 as I call them sort of like what used to be called the Big 4 CPA firms years ago. ANACS and ICG are a small portion of my total CRC however - 16 coins total in an NGC storage box, quite frankly looking for some more fill it up. as just4fun collection project. However, if I have a lot of room in a coin or banknote these are usually BIN / MO.
If you have an issue with ICG or believe their coins should be discounted take it up with one of their graders. Michael Fazzari (ICG I believe) had an excellent article about toning in the 1-17-2017 issue of Numismatic News. HIs monthly column on Making the Grade is one of the major reasons I subscribe to the publication.
Which is great for your bottom line...and no so great for you collectors/customers. They will have to eat that difference down the road unless they can sell them back to you for same price as PCGS, or be savvy enough to cross them into PCGS/NGC holders. If selling those to other dealers, then that's their problem. They are pros and can handle it. I always have discounted non-PCGS coins. I always expect to buy non-PCGS coins for discounts, unless they are killer for the grade.
ANACS and ICG coins have little standing in the market other than if they were raw. My local dealer tries to sell those for "full" price too. I never buy those from them unless they are no brainer upgrades....which rarely happens.
I have a run of ASE's from ICG. Short story.... Years ago...2002.... I saw a lot of ICG slabbed MS69 ASE's from '86-2001..in an ICG slab box on ebay.... I put in a bid.... then waited...not much interest finally had two small overbids.... last few seconds snipe and I got it for a really good price. Then, nothing from the seller...waited.. still nothing. Contacted by email...nothing.. contacted again... nothing...then made final contact with some strong language/threat. Finally a response... "Well, that is a low price." I said "Yes, it was an auction, and I won it. Honor the contract." Silence..... Contacted again... said last time before I initiate action through ebay AND legally. He said "OK, what do you want?" I said..." I want the set of coins I won for the final price." He finally agreed and shipped the set. Still have it (of course).... Cheers, RickO
This thread is about how poorly ICG and ANACS are rated so...How did you like the ICG grades?
There are several types of dealers and collectors on these threads and at shows. The basic breakdown is: knowledgeable and not knowledgeable. I have found that very many of the latter prefer only NGC and PCGS slabs. We all know the multiple reasons ($$$) for this (we are all knowledgeable here - right). The former quietly deal in coins from ANY service and keep their opinions to themselves. That way they are able to fill their collections or stock with similar quality coins at lower prices.
IMO, that coin has been given a typical commercial grade. It is cleaned. I personally would prefer XF-45 to take all things going on into consideration. The scratches mentioned in the auction are typical on old coins and I don't see anything that jumps out as "damage."

I bought a semi-PL to nearly PL 1858-O Half a couple of years ago from a "junk" dealer. By junk, I mean all raw, mostly problem coins, but every once in a while these types of guys will have a "real" coin.
He had this 58-O that caught my eye. Flashy as heck, 58+ish/62 but overdipped, overdipped.
I bought it cheap and couldn't sell it raw.
Finally sent to TPG on a lark (anybody else have a "maybe box?") where it straight graded 61.
Guess what, I sold it 20 mins. after it came back.
For quite a bit more than I was asking raw.
Same coin, different surroundings.
Buy the coin not the holder------OK, right.
Insider2...I believe they are fairly graded.... today... IMO... many would be 70..... there was a reluctance back then to call 70's , however, I will not crack or try to cross them...Cheers, RickO
