    That is an old ANACS Photo Cert in something like a Capitol Plastics holder.

    I have a photo cert like that for a 1949-S Franklin Half.

    1985 - that was before they started breaking down strike/luster/eye appeal into separate categories and ranking those characteristics. Legit as long as the coin is the same one. There's a toning spot in the left obv field in front of Miss Liberty's eye. If that can be matched up along with striking quality, it's very likely it's the same coin. There's also a field scuff in front of her chin. That might be visible in the photo. You'd likely need the cert in hand to be able to see these details.

    The holder is not "legit" in the respect that it was not an ANACS product. The holder is a Capitol (or Capitol style) holder sold by a third party and commonly used by collectors and dealers to protect and display their certified coins. Some of the maverick grading companies in the late 1980s and early 1990s that issued certificates placed coins in these holders when returned to the submitter.

    The certificate, however, is an authentic ANACS certificate.
