My guess would be a uniface die trial. There were many Lincoln pieces issued in 1909. I'd have to go through my Paul Cunningham book to see if I could find this one. There is nothing here that assures me that a Lincoln portrait was paired with this piece although it seems likely.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
That piece is a 75/76mm example. Did the King numbers differ based on size?
Sorry, completely missed the 54mm in your OP. Also, the non circular circumference. That's what I get for looking stuff up at work. Is there any evidence of a past hasp/loop on it? Could have been a medal/badge, or even creation for a plaque of some sort. Can't find anything not the 75mm piece - will look through some books tonight.

No loop or anything, however this collection did have a bunch of die trial strikes of silver bars

Looks like a J. K. Davison medal. This design was produced in multiple sizes, I believe, and is relatively common. I'm not sure of the reference ID.
