What surprised me here is that all of the Morgans graded very high, looks like express submission:

Must be same submitter.

Wish I was that submitter...
Keep in mind is that the likely scenario is that they were ALL graded 67+'s to start with and the submitter was hoping to get a 68 or two out of the bunch.
CYNIC !!
I saw one a while back with nothing but MS68s.
I was thinking the same thing. One doesn't get that many plus grades with a raw submission. These were probably regrades of a pile of plus-graded coins. Those that aren't plus-graded now perhaps represent the upgrades. I imagine that if it were possible to look up an entire submission using the cert number of one coin, and I were to pick up, say, the 21-S in 65 and see all of its plus-graded "litter mates," I would take a closer look in the context of the submission, thinking that this coin was submitted as a 64+. Big price difference between 64+ and 65 for that one.

"Re-considerations" carry a percentage cost on upgrades, so there is more of an incentive for the grading company to please a customer over a simple grading fee.
Another group, all MS68: https://www.pcgs.com/Membership/sharedorder.aspx?OrderNo=21142354&Year=2016&Month=11
These may be from the same person, all dollars but not super high grade: https://www.pcgs.com/Membership/sharedorder.aspx?OrderNo=21142355&Year=2016&Month=11
