First Strike Re-holdering
I have 3 - 2016 Gold Merc Dimes that I thought had been requested with 1st Strike label, and were sent in within the appropriate window, but were graded absent the label, and absent the Commemorative labeling offered for this, and the subsequent coins to follow. Would PCGS honor a request to re-holder them as such, assuming they can confirm the coins arrived at their offices within the designated timetable? If so, how would I calculate the fee?

It appears you worked with at least one middle man as your submitter and, in such cases, there is no guarantee (absent paperwork to prove it) for you to know that they were sent in within the agreed upon time window. Of course, PCGS knows very well when they were sent in and if they had the first strike label request. Work with PCGS, but also think about the relationship you have with the dealer you gave the coins to; it might need to be evaluated.

It would depend on how much time has passed. You'll need to call customer service.
If you sent them in within the 30 day (or sealed box) window and requested a first strike label but didn't get one you should have contacted PCGS right away. If months have passed then you are probably out of luck.
If you are trying to add a first strike label now but didn't request it originally then PCGS won't do that.
This is an issue that must be taken up with Customer Service. Cheers, RickO

Thank you, gentlemen.... it has been more than 30 days, as it occurred when the gold dimes were offered. Guess I'm outa luck on this one...

Wait...you said in the OP that you sent them in during the appropriate window. What does "more than 30 days" have to do with it?
PCGS knows when they were received. And probably has a record of the submission (though your copy may be essential). Why not contact customer service and get it straightened out? Seems rather cut-and-dried to me.

That's what I thought, too... I DID send them in within the proper 1st Strike window, but the dealer I sent them through doesn't have a record of it. I know that I requested 1st Strike, but not certain of the commemorative label. However, since I did send them within the first 30 days ( my earlier post should have noted it has been more than 30 days since grading was completed), I thought PCGS should have a record... I'm going to call them directly, thanks!

Called PCGS, and they informed me they could and would re-holder them with the 1st Strike and Commemorative labels, however, since I submitted these through a local dealer - who originally sent the coins through ANOTHER dealer he apparently had such an agreement with - PCGS won't talk to me about that end of it, noting they must speak with the dealer who originally sent the coins in... but there's a chance this can happen, so will keep you all posted...

In the past, I had a few dealers offer to submit coins for me. Could maybe save a couple of bucks. But, I just joined the collector's club, for submission purposes, and did it myself. Easier to handle any discussions/issues that arose.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
I agree, Tom (forgive my tardiness)... in fact, I did terminate my relationship with this dealer - in that I discovered he no longer employed the same process. In fact, he chose not to submit coins to PCGS/NGC at all, due to the challenges of using a 3rd party, and so, I joined PCGS in order to submit some additional coins, and have abandoned the idea of re-holdering the gold dimes, as it seemed hardly worth the cost.
