1963 Franklin Obverse Clash - Enough for listing?

To my knowledge, there is only one "Bugs Bunny" Variety for the 1963 Franklin and this is not one. This coin shows clashing similar to other FS-402 clashed coins for other dates. Welcome opinions on whether clash is strong enough for a listing as a FS-402.

Looks more 401 than 402 to me...but whether or not the variety crew would designate is a crapshoot.

windy may already know this but the strength of the clashing is only part of the attribution battle.
looks strong enough imo but i'd wanna see the rev, possibly in-hand of an example like this and what dies are being attrib as 401 and 402.
all this and more is why i've not bought one in idk, over a year?
