How did "official threads" for a particular coin related subject start and who gets to name them as "official"

Sort of an informal thing and not really official but the first person who starts a thread on a new mint issue can call it "official" in the hopes that everyone that wants to discuss a new coin issue would keep all the posts in the same thread. In the past when a popular new coin came out, several dozen people all started a new thread on the same coin causing the forum to get quite clogged up.

I think whoever wants the most attention claims the Official title so they can hold up their claim in court.
