Hairlines are expected on 19th century proofs. Those are like bag marks, scuffs, grazes, etc. that you see on BU Morgans. And at the 61 grade you can have a ton of them. The coin is heavily hairlined. But, it is not badly cleaned, scrubbed, wire brushed, scratched, etc. which are the things that would preclude getting a grade. The eagle still has nearly 100% of its cameo frost. Liberty has a considerable amount. That's usually the first to go on a badly cleaned coin.
