Are Experimental Planchet SHQs Patterns?

Fifteen 1999 SHQs have been struck on experimental planchets per Mike Byers. Is there any chance for these to be classified as patterns?

"Experimental" seems more akin to pattern than error. The only error with regards to the experimental planchet seems to be the fact that they were released into circulation. Does PCGS seek advice from the Mint on how to categorize this coin? Errors are usually attributed when "wrong planchets" are used unintentionally. This appears to be an intentional strike.

I would say more likely patterns... since they were definitely not errors. Unless a new category is formed called 'trials'....Cheers, RickO
