The "whatever it is" on the reverse looks curved, by eye curvature looks almost equal to the coin size, perhaps a bit more curved than the coin rim. Trying somehow to come up with a theory where a planchet gets 5 or 10% OC struck, and then restruck, but dont know if that works.

It's a GR-13 (R1) that appears to have post-Mint damage.
