I guess the person who owned it wasn't satisfied with the huge O variety(nobody probably knew it was anything special in its day). Although an 1851-O quarter is a tough date by itself, so I can see why an unscrupulous individual would scrape down the 4 in lieu of the key date.
While I was at ANACS, we got in a 1914-D cent with an added mint mark with the D ABOVE the date!!!!!!
