1913 P T1 Buffalo Question

Does anyone have an idea of what the line below the top of the letters on the reverse of this 1913 P T1 is caused by. Also, appears to be some doubling on the "E". It is nearly perfect in relationship to the rim and looks like post mint damage, but sure is perfectly made. If not post mint, what do you think could have caused it?

    To me, it looks like counting-wheel damage.

    Like Chris said-counting wheel damage. They call it that but it's actually caused when the coins are rolled in a paper wrapper when the small metal finger that rolls the wrapper inwards at the ends and in the process imparts a circular scratch near the rim on the first coin and the last coin in the roll.

    Thanks for the replies. I have seen several instances of scratches and even colored marks caused by counting wheels but not like this. I guess not being a counting wheel damage but a coin wrapping machine damage explains the difference.

    I think counting wheel damage is the circular marks in the middle of coins.

    once you see a few coins with the wheel damage you tend to say "ouch!"
    seems like a lot of them are around.
