Submission Tuition - 1794 Large Cent

I got myself a membership last year and it was about to expire. I panicked.
Not the most well thought out submission. I know that.
I sent 3 average CBH's and this Large Cent.
I was trying to get fancy, hoping for one of those P01's.
Another reason I submitted it was because people look at me funny when I tell them the date even though it's not visible.
Two things:
1. I wanted it holdered even if Genuine. On the on-line form, under the "Genuine Service" section I selected "Genuine No Details".
Apparently that's the wrong thing to select.
Any Suggestions?
2. Tooled was the last thing I was expecting.

The only thing I thought of was perhaps around the rims - it looks like it was rubbed down or smoothed, probably not to 'improve' it, just done by someone with too much spare time.
RMR: 'Wer, wenn ich schriee, hörte mich denn aus der Engel Ordnungen?'
CJ: 'No one!' [Ain't no angels in the coin biz]
How can you say the rims were smoothed? A coin that far gone is not going to have any rims to speak of.
This.
In my opinion, based on the photos provided, the rims (ok, just edges at this point) appear to have more 'wear' and a different color than the rest of the coin, ergo this MAY be where the 'tooling' occurred.
Do you have another idea where the alleged tooling is?

This. Based on the supplied images, I also think that there are other spots on the obverse that look very odd, IB in LIBERTY for example.

Smoothed rims.
On your copy of the submission form did you check the box before or after "Genuine No Details"? The box after is for Do not holder.
This is my copy of the submission form.
I just assumed I messed it up somehow but will take Lances advice and see if I can get it holdered.
I know it's ridiculous to spend much debate on this coin.
It is an ugly, low value, basal state copper disc but it is a 222 year old US coin dammit.
Actually the edge is the best part of this coin.
The edge lettering is in good shape. Not tooled, btw, before we go there.
"Tooled" really took me by surprise.
I think of enhanced stars, shields, hair, feathers, etc. when I see the tooled description.
I'd have been ok with environmental damage, cleaned............
Live and learn.
Edit for spelling.
