Not without seeing the back.
But it does resemble some of the 10 cent play money that is still floating around. How about a size reference scale ? Trick question ?
French sculptor Anie Moroux designed a very similar bust right commemorative that brings decent money, but the initials on this are obviously not hers.

It's a nice token, just not a So-Called Dollar.
Unless I'm mistaken, isn't that way too small to qualify for as a So-Called Dollar under the published criteria (minimum 33mm)? It also would fail to qualify since it's a political piece.

I rescued these for a tub of over 1,000 full-size SCDs today at my B&M. Taking a picture and I realized without context they were hard to gauge.
