Without seeing the reverse side, I'd say the obverse side area is PMD

Assuming the surface of toward the rim is lower than the denticles, it could be a lamination that separated after the strike. I'd like to see a better picture of that area as well as the obverse opposite it to know for sure.

I think it's some kind of damage and not an error. This is on the assumption that the area in question is incuse, because that's how it appears to me from the photo.
