Isn't that only if it's only an off center error on a correct planchet? This both wrong planchet and off center

I submitted this Ike struck on a cent blank. It was in a collection of Ike of-metals that I bought, and had PCGS certify for me. It was featured on my website and mint error news as well. It was placed in a collection of Ike and other Dollar mint errors.
