There's speculation that SLQ dies had been recut for 1931 and a few where struck but none have surfaced to prove so.

During The Great Depression there was so little demand for new coins that new quarters were not needed. I'll have look at the timing of the contest during the Washington design was selected. I know that Laura Fraser won with her design, but that secretary of treasury Mellon went to bat for his favorite John Flannigan. I don't know if that delayed quarter production or not.

It should be noted that no quarters were made in 1933 despite the fact that the new design was in place. That year was "the depths of the Depression" as my mother liked to put it.

I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?

As Bill Jones stated, Laura Gardin Fraser was endorsed by the Commission of Fine Arts (CFA) for her work during the design contest, but the CFA did not have the authority to pick a winner. It merely had advisory power similar, apparently, to today's committee with modern coinage. The Secretary of the Treasury had the authority to pick a winner and Secretary Mellon chose the Flanagan design. Interestingly, Secretary Mellon left office before the deadline for changing designs and the new Secretary (Mills) also chose the Flanagan design.

There were a lot of date and mint mark combinations not struck in the 1929-1933 period. No need for new coins, because people were scrounging in their piggy banks for spending money and a lot of old stuff got recirculated.
