What service to use on a questionable higher value coin?

Just opened a roll of dollars that in MS 63 are worth $275 but I believe a large number could be graded MS 64 (worth $850. ) Economy Service is for coins under $300 and Regular Service for coins under $1000 but which service do you use for a coin that can be worth $850 at one grade higher?
Initially the $12 for Regular Service doesn't sound that bad but $12 for 20 on a sheet, plus the additional postage comes up to more than I'd like to pay in the first place
I also have a T.1 1913 Buffalo that I've owned for 30 yrs. that I feel is a proof.
Again as a business strike worth under $300 but much higher if it's a proof.
Do I submit it on the form as a PR. or BU?

Where the heck are you getting $12 for regular service since I'm seeing $32 each??
To answer your pricing question, pick the 5 best of the lot and submit them. Sell 4 then submit the rest provided they actually make your grading marks. In other words, if you are constrained by price just don't submit them all at once.
Now, if I TRULY believed that the coin would grade at MS64 and had a value greater than $600, I'd send it at the EXPRESS Submission level.
But that's just me.

PCGS isn't going to bounce anything because a coin graded higher and is now in the next tier. And if you say "proof" and PCGS feels it is a "business strike" you'll find out when the grading is done.
Make your valuations consistent with the tier, of course. The valuations are important for insurance purposes. In the unlikely event something bad happens you will not be compensated for more than your valuation.

As for BU/Proof, just write down whichever you think it is.

They'll go Economy which is the most logical choice.
I guess I was worried the TPG would feel I was being abusive
They don't charge you shipping or handling fees etc etc etc.

Don't know where you got the idea that the value cap per coin for Regular service is $1,000. It is currently $3,000. Even so, if you send 20 coins on Economy tier that have a potential for exceeding the Economy value cap by $550 per coin, you can expect to get dinged for the upcharge to Regular tier fees if a high percentage of the coins grade at the $850 market value level.
