The man holding it looks like a team official or coach.
The guy with the headset (gray shirt with crimson stripe) is one of the Defensive co-ordinators. The signs are used to call out plays, because the crowds get really rowdy when the opposing offense is on the field and the defense cannot hear the play called from the sideline. I saw three of these cards, which are double sided which contain numerals and images of different sorts. The Tulsa Golden Hurricane (in the white uniforms opposite sideline) have famous people for their call images, which I did not bother to image.
