The pictures you provided make it difficult to render a solid conclusion. I can only give my opinion.
I flipped the reverse pic and enlarged it the best that I could. To me, it looks like SEGS was correct in their attribution. It does indeed look like a 3-1/2 leg 27-D five cent.
The problem with some of these varieties is that many people want to find and "make" them but significantly fewer want to buy them once "made" unless they are top end or close. Frankly on the coin in question, to me it's a wobbler but I'd need to see it in hand to make a determination.
These DO come with a nearly missing leg-these can be visually impressive. On those coins the Mint mark is filled in and touches the rim. It's difficult, tho, to set a standard with this and the 1917-D 3 1/2 legged, both of which can vary widely.
You did quite well for $55. It IS an acceptable example of the variety-your images are much better than the original. Entombing that coin in a SEGS slab really killed the value. Right or wrong that's the reality of things.
