Is this an example of shilling?

There was a bid retraction on an item I'm bidding on. When I clicked on the retracted bidders info, this is what it says:

This is pretty ridiculous. Feedback of 3465 and is 100% positive. This bidder has had 173 bid retractions in the last month? Is ebay really this CRAZY? What does it even matter to keep track of bid retractions since they obviously do nothing about it?

    Again, this is an example of how an ebay seller makes money by selling something for .99 with free shipping.


    Its not the sale they make the money on, its the High Feedback they get out of it so that they can then bid on their alternate ID's
    item and be beyond question.

    Amazing. I don't think I have had one bid retraction in 15+ years. I imagine any legitimate buyer would average less than 1 every six months. 218 in 6 months. Obvious shill.
    Always buying 1971 OPC Baseball packs.
