Morgan dollar question - PMD or mint error?

Looks like it was struck through something to me, or perhaps a defective planchet? I have not seen one like this. Coin is an 1898-S. If it is PMD I'm not sure how this could be done. There are some reverse die cracks on this one too.

from my experience this type of error lowers the grade at the tpgs.

but if it gets big enough, can increase potential value/demand.
