What is this and why is it so special?

Someone obviously knows more about this coin than I do. I see nothing but one red flag after another, but I am not the one to make this call as I know absolutely nothing about the coin offered for sale. Never mind the fact the seller describes this as an NGC MS67, yet provides an image of a raw coin. Never mind the seller's claim to have 'introduced' a few faces to the pavement in the process of selling this coin. Can someone on this forum please chime in?
