1977 Vermont Bicentennial Commission Official Medallion, rare?

I picked this up the other day in a collection of other old bars/rounds. I can't find any info on it. I've only found pieces in bronze. It weighs 26.25 grams. Has kind of an antique/matt finish to it. Tests as .999 silver using an electronic tester.

Any ideas as to rarity and/or value? Thanks!
