The milky toning surrounding the wreath is strange. Maybe an improper dip?

Yeah, all the milky haziness is what concerned me. There's also a little plastic dot looking thing on the obverse at the "8".

The Maximillian Empire 10 Centavos is .903 silver. I agree with CoinJP. Looks like PVC residue that has started to turn hazy. The tan color spot on the waist of the 8 looks like an out of focus particle of schmutz on the outer surface of the holder. I'd be asking the seller a pointed question on that issue.

Not putty, but the hazy spots could indicate a chemical removal of organic material.....Cheers, RickO
