Those that haven't been removed from the population reports (i.e. the old tag was never returned) will have been double counted or more. At least that is my understanding.

I have a submission in right now. I bet my customers coin gets #30M 1936 D Buff VF, he thinks its a 3 leg, but there is no chance. I told him this and still wants it graded.
