Rack pack grading

When a rack pack with a star player on top is graded by PSA is the appearance of the card taken into consideration or is it only the pack itself?
If a pack is graded a PSA 9, does that mean that that is what the card would be graded if it was outside the pack?

I find it interesting that a significant premium should be expected to be paid for a card graded as a PSA 10 vs. a PSA 7, however, that is not usually the case when pricing graded packs. Sure, there is still a price difference between a PSA 10 pack and a PSA 7 pack but the delta is not as significant for packs compared to cards.
I am not sure I understand why that is the case.

I can't speak for everyone, but for me, the main
reason I want packs in PSA holders is for the
authentication, protection, and uniformity of the
packs, as well as being able to use the Registry
as a place to store and view them.
The grade doesn't make too much difference
to me, mostly because I'm not real sure how
they're graded anyway.
Others may collect them this way too.
