What made Topps choose this guy to be on their wax box?

Going into the year that he was chosen to be on the Topps Wax Box, this pitcher's lifetime statistics were:
Record: 0-2
Games pitched: 11
Innings pitched: 30
ERA: 5.70
WHIP: 1.866

No, he was not a hot prospect and he did not have a good career. A little strange?

    Always buying 1971 OPC Baseball packs.

    Terry Puhl is on the 1980 box.


    Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
