eBay auction concerns

This buyer bid on my 33 Goudey common card and after hitting BIN sends me a message claiming payment after a few days....Then he cancelled.
I relist the auction and a few days later (using a new ID), he does the same exact thing...bids then sends message for payment within 5 days. I told him I'll agree to it but not to stiff me again. Later that night, he sends another message claiming payment will be made on August 27h! for a $30 card.
His feedback suggests he is paying others in a timely fashion so I'm wondering if he's doing this just to block my auction so he can sell the same card? Other than that, I don't understand the potential motive of taking my auction hostage.
Anyway, here's his ID (Id's). I already blocked him for good now.
