No. Fleer did not start producing factory sets until 1986. Prior to that, you could purchase vending boxes where four made three sets (I recall - this may be off).
Always buying 1971 OPC Baseball packs.

Did the vending boxes come wrapped like this or was this done outside of factory?

Outside the factory.....Fleer factory sets and vending boxes never had shrink-wrapped cards inside.
