This one is extremely sick, fellas. Granted there appears to be some limitations (auctions only), but as B.o.B. sang a couple of years ago, "You never had it so good."
Have yet to receive a formal email or message regarding this, but I tripped over it while perusing this morning. Starting tomorrow morning and lasting until end of the 26th, the breakdown is as follows:
Double bucks (4%) from $50-$99.99
Triple (6%) from $100-$149.99
Anything $150 and beyond is quadtastic (8%)
But here's where it really gets good:
ANY purchase earns an extra 5%, REGARDLESS OF AMOUNT.
So in summation:
$.01-$49.99 earns 7%
$50-$99.99 earns 9%
$100-$149.99 earns 11%
$150+ earns 13%
eBay has brought me mucho consternation over the years, but I've gotta distribute some props this time. To put it into perspective, on a normal day sans any type of offer, a min purchase of 5k would be required to earn the max ($100) for a single purchase. With this offer, $769.23 will stick a picture of Ben Franklin in your hands.

In order for you to reach the different thresholds, it would count for single purchases. I.e. Buy a card for $150 and receive the 8% + 5%, of course eBay would have had to sent you an email asking you to join the program.

This was an auction, so I didn't have the luxury of waiting. That's the most I've spent on a card in a year. Oh well... it was a 1982 Fleer Ripken RC in PSA 10, so I was stoked.

Sounds like a good price. I thought those were over $500 at one point in the past year or two.

Some even topped $600 at one point, but lately they've been dipping down at around $375. I've been bidding on these for a long time now and I finally snagged one. Probstein123 for the win!

I have a feeling it's based on either amount spent on eBay on the previous quarter, number of items purchased, total feedback, or some combination of all of these. Without input from eBay, I don't think there's any way to be certain.
Also, I've seen on other forums that at least some people who didn't receive the email are getting the bonus. Check this item:
