They give equal points for both---NGC AND PCGS---but there are a few NGC coins that I want to upgrade and, if NGC won't regrade them right, I will send them over to PCGS for proper grading.

I think it is cool that they except and give equal points to both NGC and PCGS coins in their registry...I also somewhat understand why PCGS does not return the favor

A very lofty goal. I'm too short for my pockets to be deep enough for that.
My guess would be that PCGS are generally better for the grade than ngc.

Indeed. I wouldn't be happy with anything less than a 63. And a few of them, like the 19-D and 21-S, are going to be quite a challenge.
