Not trying to pile on to the original poster, because I certainly sympathize, but I ran some numbers and found something that shows more of the story:
In order to get a 4.59 rating for Shipping Time on 214 transactions, and knowing that there were six low ratings, your number of 5's is somewhere in the mid-100's. Respectfully, that is terrible. It shows that up to 70 different buyers had at least some issue with shipping time. I broke down my own rating in that category and it comes out to 360 5's and 8 4's out of 368 transactions.
When I leave feedback, I run down and give 5's like I'm handing out candy on Halloween, unless something drastic stands out. One third of your buyers had something stand out, and that's not a good sign.
I'm very foregiving on items I buy that take a long time to arrive. I understand that there are other aspects that go into when the item arrives other than when the seller shipped.

Interesting info. I don't recall any transactions where I haven't left five stars even if I think the card sucks.
I take tremendous pride in my shipping and have 70 transactions with all 5 stars. Matter of fact all of my selling items where ratings were left have 5 stars across the board.
I am curious what kind of time lag the buyers faced who were not satisfied and you offered partial refunds to.

In addition to being incongruent it was also wrong.
I ship quite a bit from Canada to the US. With the odd exception I ship day after payment is sent and even with the added shipping time it takes to get from here to the US, I rarely get anything less than 5. If I ever do it is without exception from someone with single digit feedback. Point is you are obviously not shipping items quickly. To get dinged that often it looks like you are waiting ten days or more to get your product in the mail.

This is very interesting. Like the others have mentioned, I typically go 5 stars as well by default. I will definitely do some digging if I want to pursue this any further with eBay. Thanks for making this point and I agree the mid-100s out of 214 is terrible if that is the case.

I'm curious if the OP posted the delivery confirmation number when an item was shipped? As a buyer I feel just a little better having the DC# as to opposed to having to wonder if the item was ever mailed. The uncertainty combined with the length of time could cause some to ding the stars.

I'll second having a DC#. This is why I print labels via PayPal. This also gives the buyer a chance to see that if something is slow getting there that it might not be my fault. Example...I bought something last week from someone and could see that they had it at the post office the next day. However, the post office didn't send it on till 2 days later. So there's no way, if it gets here late, that I'm going to blame the seller. Not his fault the USPS is slow.
I have a (7) for 1's and 2's on ebay for shipping cost and I have lost money on every item I have ever shipped. After losing my top rated status I was happy because I no longer have to keep up with there impossible demands.

And also answer questions as they come about. For buyers to ding you on that is just assanine. To ding sellers on PSA graded cards is a joke as well. Item's not as described???? I listed a PSA 5 and I sold a PSA 5. What is not as described!??!?!?!??! Sometimes there is no pleasing some people. I used to find out who dinged the stars and blocked them. Now I don't even care anymore.
My selling once got limited as well (I'm a small time shipper). I basically stopped selling and waited a bit and then it was fine again. I wish ebay had logic built in so buyers couldn't leave certain feedbacks because of shipping time when the card arrived earlier than the listing said and also would not allow certain feedback to be left without some type of communication to the seller so he/she has a chance to resolve it.

I received one low DSR for an item not as described, the item was a 1979 Topps Baseball Wax Tray. The buyer who bought the wax tray said after the fact that the wrapper was more off-center than he thought, so he proceeded to rip it open just for that fact. Those who bust unopened know the real story.

I don't think anything but a 5 can be left for communication if no messages were exchanged. The stupid thing is if the buyer asks a question and you answer it they now are able to leave you a 1.

I kind of disagree on the communication thing in the context of this thread. If a seller is chronically late on shipping, then it wouldn't be shocking if the same seller also doesn't get around to checking email. If I'm waiting for an item AND they won't respond to my queries, then I'm dinging them on both.

Yes. Selling on eBay is sometimes just as much about the service as it is the item. Communication is important, as is delivering the item promptly and in proper condition.
If the OP was consistently late and did not even try to communicate why then I think eBay did the right thing by banning him.
