Factory Cello Mis-Wraps? Legit?

A local dealer had factory cello "miswraps". He claims that there are basically cello packs that were miswrapped at the factory. Some packs have less than the stated amount of cards and some have more.

Is this legit? Why would Topps sell factory mistakes?

    What year? I have bought mis-wrapped wax years ago. I've heard of the mis-wrap cellos but never seen any.

    I purchased a bunch of miswrapped 1985 cellos and rack-packs from a dealer in New Jersey in the late 1990s. I believe he purchased them directly from Topps. I believe sales of miswrapped product was common practice for Topps.
    Always buying 1971 OPC Baseball packs.

    Yes they are legit as I had many different years of them. They sold them directly to the wholesalers as is "final sale no returns" for a deep discount rather then chucking them out.
