I am no doctor (nor is anyone else here for that matter) so I can't say for certain how much one helps over another. But I do know that players of the era that used them benefited. How much? I don't know. But I do know that grind, which was much worse than it is today with luxury travel, they needed something to keep them going.
As far as the effect to which PEDs help? If they were that much of a cure all then everyone would have been using it and everyone would have been putting up monster numbers, not just a handful of players. The more I think about it the more I really think the substandard pitching that was in the bigs due to the rapid expansion of the era played a key role too.

I believe the real reason why power hitting spiked in the late 80s and 90s was because the mentality change over working out. Before that era, people believed if you worked out and gained muscle then you would be slower and to bulky to hit. It was a myth that was crushed. Once baseball players started training like real athletes then the ball started flying.
I remember all the coaches would say not work out and bulk up. You would not be able to get bat speed or inside pitches. It was frowned upon and the lack of upper strength training really hurt the game. It was not that there was a spike in runs , it was there was a lack of it in previous eras.
the numbers has not decreased all that much. Pitchers adjust the game adjusts to new things. Thats what I see as the reasons going down.
