<< <i>Just filed the PayPal claim. Talked to the postal manager and she was very upfront and honest with me. She gave me a link to file a formal complaint and said she would be following up by the end of this week with me.
Sounds like they are having staff problems there as they can't get straight who is delivering what. It was obvious to me that she has had several problems from people in our neighborhood either not getting their mail or complaining.
Regardless, the seller said he purchased insurance but they are saying he didn't and should have, for an item for that amount, gotten insurance and asked for a signature.
Hopefully PayPal can resolve this for me. Ugh. >>
The seller may have private insurance that is not through the USPS.

Just got a call from a Postal Inspector...the driver found my card. It's in my mailbox. >>
Nice! Goes to show you, it pays to complain! They probably told him he'd be facing felony charges if he kept the package!

Jim, I'm really not sure what it is that you're arguing. If I have a package coming, and it is scanned "Out for Delivery", does that mean that my local post office has it? If so, that sure means something to me. Because if my local post office has it and I don't have it in my possession a week later, then something is wrong.

The same in what way? The length of time it takes to be delivered? It might OFTEN be the same, but it won't always be the same. That's what a postal clerk told me, anyway.
It can be far different in price too. Package, weight 0 lb 12 oz from NY to CA First-Class Mail® $3.60 Priority Mail 2-Day™ $6.95
Had nearly the same issue a few years ago. After the Postmaster "talked" to the carrier who scanned it, I was paid IN CASH on the spot. Obviously the carrier admitted to stealing it and luckily had the $$ on him when questioned. Gotta love the enabling by management.
I was going to chime in earlier, it looks like things have been resolved.
Last year a fellow Killebrew collector won one of my auctions. We have done business in the past and are both "good guys".
Sent him the rather rare card with tracking and it disappeared. Tracking said "out for delivery" for weeks. He waited as long as he could before filing a claim and got his refund, I did not dispute anything.
He emailed me a couple of weeks later saying the card had arrived, package was in perfect shape and he paid me for the card.
In over 20 years of buying and selling cards, I have never had an item lost (other than the above mentioned item, that was eventually delivered), my opinion of the USPS' performance could not be higher.
Glad it worked out for you!

<< <i>The seller has asked me to wait, stating that he can't file a claim with the USPS until 30 days after he's shipped it. Is that true? >>
No, it is 21 days.
