If I recollect there is a St. Bernard located in Minnesota. Perhaps they have a coin club?

That's an astonishing amount of detail! (E.g., LIBERTY in the headband.)
    How large is this piece?

Yes, Saint Bernard Parish, Louisiana, just south east of New Orleans proper comes to mind. What the locals would call, "Across the river"

The token barely fits in a ASE 2X2 not just the plastic window portion but all of the 2X2

I'd guess it's a Mardi Gras throw from 1969 but don't have a listing for it.

I do have a listing for 1970 badge pin for St Bernard's Coin Club which seems to increase the chances that this is a throw from 1969.

If it's a throw then it's probably scarce.
