AT or NT opinions needed

Had this dime on e-bay in an old ANACS holder -winning bidder bid several times throughout the auction . The auction ended Sunday night-
the next morning I had this in my mailbox:
Hi, I just wanted to let you know that I will not be making payment on this coin. I had been digging and questioned several folks more expert than I on the color of this coin and we have determined that the coin exhibits signs of rapid toning and was not likely caused through any natural processes. I am sorry for the inconvenience and understand the route you must take to recover your fees and such. I truly apologize and have honestly never done anything like this before in my bidding history on eBay. I attempted to retract my bids but it was already within 24 hours of ending before I made my decision. I was also nervous to finalize payment for the coin with the zero return policy so that it could be inspected in hand.
so other opinions are requested before I relist or just keep the coin

Whether it is AT, which my opinion is, the sale was ultimately killed by the return policy.

I have seen PCI coins tone from the holder, but I cannot recall an anacs doing the same thing. At first glance, it has the look of an AT coin. However, the process used to get this blue, orange, purple look tends to affect both sides similarly, not as is on this coin with a moderate gold toning. Note the mint luster on the rverse as well. Also, I am seeing some difference in toning on the field lettering above the field itself. I would say this coin has a good chance of just being in a bad environment.. Sitting face down on a highly reactive surface. The colors scream AT but the way they are sitting on the coin say otherwise. End result, it is questionable at best. May be natural but not market acceptable and with the sellers return policy, a definite do not buy.for me.

Happens a lot with the old ANACS "cache" holders. It has lots of "pop". Imagine if the coin was dipped in a decent mix of E-Z-Est or Jewel-Lustre and water, but then it was not rinsed well.
I don't know how it works on Ebay transactions, but paying the seller $10 or $15 bucks for his time and trouble seems fair.
However....
Keep the coin, break even at the next show you go to. A few dealers there will tilt either way.
Myself, I'd dip it. it will not grade as it is; even NT it's too AT-ish). Likely not more than another $50 so, for me minus fees,etc.,,,

edited to add: Consider the 1901-S 25c PCGS MS68+ CAC. A PCGS very lightly toned MS66 nicely dipped by Magic Mark. MS68 magic. It "turned" in the NGC holder, therein encased since 1989.
Isn't it called "anacs toning"? They go to blues and purples on Morgan $ from the rims in caused by the insert - it has been discussed here many times IIRC.
