Is this a RPM on the 46-D BTW?

Going through some raw coins and found this on a 46-D BTW. Picture was a hand held 10X loupe and cell phone camera. I see a D/D with the under MM to the southwest.

    The pic does not do a good job showing the D with what looks like a RPM or doubling to the southwest, which is more visible from a top down view. The pic was the best I could do with the tools I currently have.
