    NSA "targets" might be victims of one or more combinations of paranoia, delusions of grandeur, mental illness, mistaken identity,
    coincidental behavior patterns statistically correlated to threats to society, and/or actual guilt of crimes.
    There may be other possibilities of combinations of concatenated coincidence that cause one's Liberty to be violated by Them.
