Trusted List of PayPal Gift Collectors

My last thread on the subject of PayPal Gift transactions got me thinking: Would it be nice of someone maintained a master list of those collectors who can be trusted in PayPal Gift transactions? Now, I know there are some who feel it is unethical or otherwise "against the rules" to use PayPal Gift to buy/sell. My own feeling is that PayPal is aware that the Gift function can be used to buy and sell and that it continues to make the feature available because when its customers use PayPal Gift to buy/sell, PayPal incurs virtually no cost and absolutely no risk. Essentially, by not paying PayPal's fee, you're not paying for PayPal's protective services, and they're ok with that. If you disagree with me, fine, but this thread is not to debate the merits of using PayPal Gift to buy/sell.
If such a master list existed, then collectors with access to the list would have useful information to help determine whether or not to enter into a PayPal Gift transaction with another person. Here would be some guiding principles for using/maintaining the list:
1) The parties to a transaction would be distinguished between risk takers and non-risk takers. Usually the buyer would be the risk taker (i.e., make PayPal Gift payment first, then the seller ships the card), but not necessarily, as in my transaction described in the thread linked above.
2) A new person could only be added to the list by successfully completing a transaction as the non-risk taker (so usually as the seller) with a person already on the list.
3) Successful transactions would/should be reported to whoever maintains the list so that a running total of successful transactions for each member is available. This could be useful, since you might be willing to do a $30 transaction with someone new to the list, but not a $1,000 transaction.
4) An updated list would be sent by e-mail to members of the list regularly (I'm thinking monthly) so that the information is current. The list could potentially include other relevant information, such as what each person on the list collects, so that it could assist in matching up sellers with buyers. The reason the list would be sent by e-mail and not be posted would be to make on the list somewhat of a commodity, thereby incentivizing folks to do PayPal Gift transactions and cut down on hobby costs. It would also allow the list to transcend just the CU boards. Lastly, if it's going to transcend any individual board, it would have to include at least e-mail contact information, which not everyone would want shared on the boards.
5) There would be a formalized procedure for settling disputes and if, based on that procedure, a member of the list is found to have ripped off another person, he will be excluded from the list and that finding will be sent to all members of the list.
So the idea is that it would be sort of like a trusted club of PayPal Gift users. I think many us kind of have our own method for assessing the reliability of other folks, but this would lend some objectivity to that assessment and hopefully make more and more successful PayPal Gift transactions possible.
If this is something people think is a good idea, I'll get started on putting together "by-laws" of sorts. The attorney in me would probably get a nerdy enjoyment out of drafting them.

Wow. Although I often find lawyer jokes humorous, that's a little personal. No need for that. I'm an active duty JAG in the United States military. I don't chase ambulances.
And although I recognized in my original post that there are differing opinions on the propriety of using PayPal Gift, I explained my position and asked that the thread not be used to debate it.
If you don't like the idea, just don't post...like most others.

And for the lawyer bashers out there......remember, everyone bashes lawyers until they need one. Also, lawyers are the only thing separating you from an intrusive gov't who would abuse their power beyond belief. Lastly, if you appreciate the "safety function" on virtually any product, thank a lawyer. BTW, I am not a lawyer.

Oh yeah, absolutely. Basically I'm asking Person A who hes had successful dealings with. When he says Person X, I write Person X and say "Hey, Person A said hes had successful dealings with you, is that true? Also, are you interested in bein involved yourself?" That way nobody's included by surprise.

Despite all the issues with this board trolls, etc endless pointless debates it is still a great board and great place to hang out show material and potentially reduce the fees associated with transactions. As such the board is self policing. Having said that I never send until I receive paypal gift or paypal clears, and then I send the material.
I have never had a problem with board members and they have all been above board.
I like this board and for the most part I have never had a problem and since my large vending purchase last year have over 50 successful transactions with the following board members who in my book are top notch and super collectors
I have either transacted directly with the following people 90% or had significant conversations on line to at least vouch for their integrity withou having transacted with them
