I recall using the option before without incident, but I may errant in referring to it as an eBay function. It may have been a Paypal option. My purpose in asking the question was to determine if anyone else had an experience similar to one I had earlier today. I had selected the "payment after delivery" option, but after selecting a payment method other (debit/check card #) than my default setting (checking account #), the "payment after delivery" option didn't carry through. When I determined that the funds had been sent immediately to the seller, I contacted Paypal about this. Instead of giving me the correct information, the CS rep. gave me a BS line about having failed to double click the button for the "p.a.d." option. It was only after I researched the protocol on my own initiative that I determined the following:

As a buyer at eBay, one can be afforded a small layer of protection in the buying process with a payment option that is an option at Paypal. By registering a bank account with Paypal that is accessible by ACH, the option allows a buyer to choose to have their funds withdrawn by Paypal after the seller's shipper tracking info shows delivery. This is only as effective a layer of protection as the accuracy of the tracking information goes. It doesn't guarantee mistakes won't occur on the part of the shipper, or prevent theft at the point of delivery. But it does put the onus on a shipper to take the necessary shipping precautions, where all other concerns are satisfied by the buyer.

That's a PayPal program and for me if I can't pay up front, I don't buy especially coins.

Nope. B.M.L. is just a glorified way of offering financing. P.A.D. is a FREE PP service, when the protocol has been met.

I use it all the time. Just like a cc, as long as you pay in full by the next billing period, you will not be assessed interest. BTW, you cannot pay your BML balance with a cc....only from existing PP funds or tied in PP bank account, but it does save me from having to keep track of my purchases, they do it for me. If used properly and paid for in full when due, it becomes a very convenient option with an occasional reward of a additional 1% or 2% on eBay bucks earned on a purchase. If on the other hand, you need to finance your purchase, that option is also available up to your assigned credit limit.

Not interested in discussing Bill Me Later. Not relevant to my question or experience with PP today.

Have not seen it or heard of it. Do you have a link for a more detailed explanation?

Probably easier for you to just call PP and inquire about the option. My experience was to discover that having a check card number registered with PP isn't accessible for ACH transactions by PP, which is the method for applying a debit on a P.A.D. option. I don't know the technical reason for that (maybe since a check card technically is processed through VISA or MC).

As I mentioned above, when a buyer uses this option, Paypal funds the seller immediately. In some ways, it serves as an enticement to potential buyers to be impulse buyers, especially if they know that they may have a cushion for having funds debited from their account based on the practical time frame for delivery to be reported by the method of shipping, i.e. a package shipped by the seller by Registered mail could afford a buyer up to several weeks to add funds to a bank account to cover the cost. My only point in asking for feedback was to share my learning experience and point out the stoopid misinformation that a PP CS rep. gave by telephone.

Never heard of it, but it sounds a little frightening to me as a seller, at least on a cursory, gut level.

almost as if paypal is inventing new ways to help dishonest buyers get free stuff.

I may not totally understand the "pay after delivery" option, but it sounds like
it results in a direct debit to the buyer's bank account after tracking shows the item is
    delivered.

This is great for Paypal as it allows them to avoid the credit card fee (1-1.5%) from
    Visa, Amex, Mastercard, etc.

I don't see what it does for the seller unless the seller gets a lower Paypal fee.

Bill Me Later is simply an attempt by Paypal to get buyers to miss the deadline and
    start paying interest.

Banks appreciate credit more than credit worthy people are interested.
