VG to Fine sharpness, but it has been cleaned. I see a potential "no grade. The color might be from the stuff that was used to clean it.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
For one you can't tell how thick that black is around the outer devices: likely environmental damage The scratch in front of the nose looks pretty bad All of the brightness in the fields on the obverse look like possible hairlines from an improper cleaning.
I would pass on it as well. What exactly are you trying to do, find some nice low grade bust dimes on Ebay?

Pass on both...one cleaned and un-natural toning and second has a few too many marks and scratches from a possible cleaning
