Found the IRS rulings in the second half of this 2010 publication to give a good insight as to how they view/treat precious metal tax issues. Note that they clearly assign value to Mint issued PM coins based on bullion content and not on assigned face value.

Good link derryb. Note that part IV-H discusses the trading of numismatic silver coins for numismatic gold coins (or vice versa).
Hence MS65 Saints for MS64 Morgans or even say a MS64+ Barber half for a MS63 $20 Lib. Sort of surprised that the IRS has never ruled on such a case.
