Would PCGS just reholder a heat damaged slab if the coin also suffered heat damage? That coin now appears to have cloudy surfaces which probably weren't there when this coin was slabbed.

...ah yes! and a perfect example why slabbed coins should be photographed from the TPG's when slabbed and put on their site for access.
