Pay Pal And out of Country Payments

First I know this isnt a Pay Pal or even a Ebay Q&A forum. However I sold a few coin set to a person that is from Pueto rico but has a US shipping address. He tells me when he goes to pay it says that I do not accept payments from outside the US.
The item is relatively inexpensive so no real worries about where its shipped to. Just wondering if anyone could possible help w/o flaming me on this message about posting it here.

It says when the buyer tries to pay that I dont except funds from outside the US

A) You need to change your eBay settings to allow US Territories...
The PR people carry US passports! They use US$ and have mainland US stores and everything down there. It would be no different than shipping to the US Virgin Islands or Guam.
You do use DOMESTIC US Mail to get there.
I suggest considering flat rate boxes as it will require some big costs otherwise.
I suggest NOT trying to avoid shipping to the person just because they live in PR.
Now, if the guy has two shipping addresses, I would start asking questions. Ship to the confirmed PP address only.
paypal is mistaken if they don't treat money from the territories as US payments.
The question was how to change to accept the payment.
and I am also surprised it is treating PR as a foreign country.
I would not get advice from here, but instead call eBay and ask them what is going on.

I just got off the phone, after waiting for a while on hold, with paypal.
For those that do not know how to change your settings here:
Click Profile from your account overview page
Click MY Selling tools on left hand side of screen Gray shaded box
Click Update on the side next to block payments
Second box down Block payments sent to me in a currency I do not hold: No convert to US Dollars
There are 2 fees associated with this however 1% of the order and $.30

Paypal's currency conversion fee is 2.5% higher than the wholesale rate. Pretty standard in the banking industry. The other 3.2% you paid was from the US dollar being that much lower than the Canadian dollar.

There was cents difference between the Two, just like today.
