Paypal on ebay

Won a little silver restrike medal, when it came time to pay it said call in with your credit card # as we do NOT accept paypal.
I went back to the listing and sure enough at the end of the listing it's there. I thought paypal was mandatory on ebay?

Not so and never has been...there are several other payment options available, but primarily only used by large merchants. PayPal however, is still the most accepted choice by a great majority of the big boys.
Allowed payment methods:
PayPal
ProPay
Skrill
Paymate
Credit card or debit card processed through the seller's Internet merchant account
Payment upon pickup
Bill Me Later
just wait till someone with a different address for their ebay/paypal account buys something from you but can't pay for it LOL
had it happen recently, while a bit frustrating, on the back end, quite humorous to be able to buy something, have the money, but not have the option to pay

Those are allowed if the seller wants to accept them. I thought the rules were that a seller could not state that they don't take PP or would accept other forms of payment and only the buyer could offer to pay by check, MO or whatever.

It is fine to say you do not accept PayPal but you have to offer an alternative form of electronic payment (i.e., a credit card). You are not allowed to say anything about checks or money orders but if the buyer brings it up then it is okay to accept.
Odd rules but that's them.

Payment options sellers are willing to accept are just that, options. Nothing is mandatory.

That happened to me once upon a time, when I could not "confirm" my address through PayPal. Never could, with the card I was using at the time, for some reason. I bought a $900 coin from Wyn Carner. He sent my payment back to me with a terse message about how he didn't accept payment from unconfirmed addresses. It rubbed me the wrong way. I responded with some equally terse messages and when it was all done and I somehow got him paid in a form of payment he accepted, I sent him a positive feedback but mentioned that the customer service hadn't been ideal. He blasted me with some more email saying he was gonna leave me a neg. I told him I'd just paid for the item so I didn't see how a neg was warranted, but eh, whatever he decided, it was his prerogative. He instead gave me a Neutral (my first) and mentioned what a PITA I had been.
In retrospect, I was a bit of a PITA. I probably should have just shut up and dealt with the inconvenience and abided by his terms (which admittedly I should have noticed in the first place). But like I said, he rubbed me the wrong way. Ah, well. All water under the bridge now. I've long since switched cards and been able to confirm my address. And I later sold the coin I'd bought from him and made a decent profit on it.

But alas, I didn't get enough users to pay the processing fees. I eventually cancelled it. Paypal is becoming universally accepted.
As for this guy, not sure why he doen't want to accept paypal. Paypal generally has lower seller fees and provides MUCH better protection and customer service than credit cards do. My guess is he has heard the stories about paypal freezing your funds and doens't realize a credit card company is much worse.

If you sell on Ebay you're gonna have to fire them at the same time because USPS money orders are not an approved method of payment when listing items for sale on THEIR website.
