payPoo SNAFU

SaorAlbaSaorAlba Posts: 7,475 ✭✭✭✭✭
I sent a payment for an item on the BST, the seller had sold it previously due to a miscommunication. He promptly refunded the $134 I had sent him - but payPoo placed a 21 day hold on the refund. WTF? They are asking me for proof I sent the item back, I never got it in the first place and all I can talk to are a bunch of effing recordings. I sure love payPoo and fleaBay.

Seller not disputing, I am not disputing. I think they just want to hold my money for awhile.

Something similar happened to me once, very annoying. I think it was my bushiness account and I had verified my bank details but I was waiting for a debit card to arrive. Until I received and uploaded my debit card details I seemed to hit a few snags and "holds" for "safety" purposes. I don't see the problem in your case..

Having said all that I do still like the speed and convenience of using it 95% of the time.

    Ridiculous.

The seller refunded you, right? There's no reason to hold anything.

After sitting on hold and pressing buttons I finally talked to a warm blooded human being named Charlene(but who I suspect from her accent might actually have some other name and resides in New Delhi) They put it on hold they claim because they claim the money had not been received from my bank yet. Huh? I can log into my account and see that it was hit for the funds - see that payPoo got the funds. Allegedly they hold the funds for 21 days to make sure I didn't do something funny with the payment.

Just a note, I like people from overseas, I have family overseas. But when I talk to someone about some financial issue I really prefer to hear "This is Joanne in Missouri" instead of someone trying their best to act like an American.

    Me too.

I think that the out sourcing of personal services such as help and information services to non-USA locales is a testament to corporate greed. Sure they can meet your needs but there are thousands of Stateside Americans that are out of work which can meet that need as well!

It's an absolute embarrassment in the name of a buck.

The OP is jumping the shark here. It should be understood that ALL paypal transactions regardless of the status shown at Paypal, are subject to either clearance through the Federal Reserve clearinghouse in the case where a bank account transfer is involved, or approval by the payees credit card company in the case of payment via credit card. It typically takes several days for this to officially be consummated, especially in both directions. Paypal will never fully disclose this in their own interest, but it is a fact. The 21 day statement is merely a protective line that Paypal reps are trained to disclose, in the event of some delay for the above mentioned protocol. I would estimate that the OP has the funds back in his account by no later than September 5.

If original payment was made through paypal using a credit card, paypal is making sure that it is not really two parties scamming with a stolen credit card account. The way it works the first party makes a paypal payment using a credit card and the second person then refunds the payment which is withdrawn by the first person in a cash transfer to his bank. Paypal is probably confirming the original credit card payment is not being disputed.

Persons using paypal services must understand that paypal reserves the right to delay such transfers until suspicions of fraud have been removed.

Yeah, I am jumping the shark and hoping I spear it too. FWIW it will not be back in my bank account on Sept 5, more like it will end up in my payPoo account then, so then I have to transfer it back to my bank which will involve more clearing time. Those maybe the terms, but I do not have to like them. I generally do not use payPoo too much except occasionally for my model railroad hobby - I think I may use it less now.

Is this the 'float' or time value of money?
Multiply $134 times X thousands of such transactions.
It's gotta be great to be an entirely unregulated bank.
Many, many perfect transactions with other members. Ask please.

The paypal call center that you get when you call their standard phone number is in the Philippines. I've even had the privilege to talk to a "manager" there when I had issues. Never were my questions answered truthfully (the answer changed every time I called) and only one time I was transferred back to their American call center, which is in Nebraska.

They are a true pain to deal with as is eBay.

Curiously and coincidentally for this discussion I got an email from paypal this morning asking if my questions were answered correctly. Eventually they were, but not without a lot of careful discussion with "Cherryl" because while her accent was pretty good it was apparent that English was not her first language. I know they are working hard and trying to do their job. But seriously I do prefer to people that have English as a first language when it comes to financial stuff.
