Pardon my ignorance, but is this labeled "THIS IS NOT AN NGC HOLDER" because it is a GSA soft pack and NGC graded, but not NGC encapsulated? I went to their site and that was what I gleaned, but didn't specifically see an example of such.

NGC will grade coins in GSA soft packs and other government issued holders. Here's an example softpack but notice it has a different label.
This appears to be a GSA holder, more of the following type:
NGC does not guarantee coins in the original black holders as they can be tampered ith. They do however guarantee soft pac hollered coins. CAC will no longer sticker either of these coins any longer ,which is something I am. Personally not happy about .
