How did this happen to this ASE?

Looks like a reverse proof but it's an UNC not proof. I thought it was some kind of
sticker but I see no evidence of one. Any help?
Looks like a reverse proof with iridescent toning.

    "enhanced" , I think with a sandblaster and some polish. They have been appearing on ebay recently .

    I thought one of the auctions last week or so said how they did it with a chemical process.

    ebay will Nuke these if they are reported. eBay considers them as altered legal currency. One large supplier, Blue Moon coins, had most of their auctions pulled, but I suspect a few got through.

    This came in a collection that I purchased yesterday. The seller hasn't been buying for years. Very ill and non-communicative.
    His wife and neighbors did the negotiations. So, I suspect the process is an old one. Oh well, bullion it is!

    I've seen these from time to time. It's either been a sticker or some type of paint. They get a lot of attention, but only worth melt because they are altered. Try some acetone and see if it comes off.
